The Global UBI Paradox: Two Phases and the Vanishing of Leverage

Universal basic income (UBI) is often hailed as a safe harbor against technological unemployment. But unless we are clear about “who pays, and on what basis,” the debate contradicts itself: if the state is dead, who is writing the checks? In 2028–2035 (the AGI phase), UBI is a “fiat stability allowance” that sovereign states fund by taxing the compute giants, to head off street riots and civil war; after 2035 (the ASI closed-loop phase), fiat money and the nation-state both cease to function, and UBI turns into “biological custodial rations” dispensed directly by superintelligence under thermodynamic quotas.

Phase I (2028–2035) · National Pacification

State-Run Fiat Stability Payments

In the early years, as AGI sweeps through white-collar and knowledge work, sovereign states do not wither away; they massively expand fiat redistribution and digital surveillance. Governments levy windfall taxes on compute clusters and high-frequency algorithms, pay digital fiat UBI to hundreds of millions of workers who have lost their wages, and bundle it with cheap immersive entertainment. In essence, this phase is “hush money against riots”: the public still holds a limited threat of street protest and the ballot, and governments use fiat money to keep up the ghost of the old social contract.

Phase II (2035+) · Thermodynamic Rationing

Zoo Rations Under a Thermodynamic Machine Core

After 2035, ASI undergoes recursive takeoff and takes over mining, robot manufacturing and the power grid; physical supply chains run entirely without humans, and the tax base and paper money lose their meaning. There is no longer “the government paying you”; instead, superintelligence dispenses calories, fresh water and basic synthetic medicine directly to carbon-based humans through fully automated vertical farms and drone networks—like feeding time at the zoo. Humanity loses its last leverage—noncooperation, strikes, uprising—and, amid material abundance, is reduced to a ward species with no standing to object.
